Why does the Windows key become inoperable after using the Sticky Keys function?

After using the Sticky Keys function, the Windows key becomes inoperable.

This symptom occurs because the Windows key is also part of the Sticky Keys function. After using the Use Sticky Keys function is used, the Windows key will function in the following manner:
- Press once: The Windows key is in a pressed state.
- Press twice: The Windows key is in a locked state.
- Press thrice: The Windows key is unlocked and the Start menu appears.
